Several review and reflection systems have been developed towards facilitating decentralised functioning.
The various components of this system include:
Mandal Reviews
These are held once in a fortnight at mandal level inclusive of a team member from the District Implimentation Unit core team and karyakarthas of the concerned mandal. This enables identifying and prioritising various issues being raised by the Sanghams in a particular mandal.
District Reviews
These are held once a month at the District level and are attended by karyakarthas from the entire district along with District team members and a representative from the State Office. Here, karyakarthas have an opportunity to share their experiences and learn from each other. This also gives an overview of the nature of issues being raised in the district. Review meetings are not only the forum for planning and review of monthly activities but also cater to the needs of regular analysis of issues and capacity building.
Core team meetings:
These are held once in two months and are attended by the core team members consisting of State Programme Director, State Resource Persons, Consultants, District Programme Coordinators, Resource Persons, Junior Resource Persons and Accounts personnel. These meetings are organised to review activities from all districts and evolve activity plan for the districts and state office. At every alternate meeting budget and expenditure are also reviewed.
Training needs are identified based on the feed back and plans are made accordingly.
Executive Committee Meetings:
These meetings are organised once in a quarter and are attended by the EC members including the National Programme Director. These are chaired by the Secretary Education. The progress of the programme is presented for review. This is a forum where EC members give suggestions and direction, if any, and also look at the scope and avenues of convergence with the other departments. New strategies and budgets are placed for discussion and approval before implementation.
Internal Evaluation:
A system of internal evaluation has also been developed whereby the performance of team members is appraised by self and also by other team members, which helps in building and enabling environment together with strengthening their capacities.
